Remarketing services run ads to people who have already interacted with your business, such as visiting a product page, starting a checkout, submitting part of a form or watching your videos, so you stay in front of them while they decide. Most visitors leave without buying on their first visit. Remarketing gives you a second, third and fourth chance with people who already know who you are, which is why it is usually the cheapest audience in any paid program.
We run remarketing as part of our PPC management services, across Google Ads, Meta, TikTok, LinkedIn, Microsoft Advertising and programmatic display. The work is more than switching on a pixel. Good remarketing depends on the right audience windows, messages that change with each stage, sensible frequency caps, clean exclusions for people who already bought, and reporting that separates real lift from conversions that would have happened anyway.
A quick note on terms: this page is about remarketing in advertising. Vehicle, fleet and IT asset remarketing (reselling used cars or equipment) is a different industry, and not a service we offer.
What Are Remarketing Services?
Remarketing services are the setup and ongoing management of ad campaigns that target people based on their past interaction with your website, app, videos, emails or customer list. A provider builds the tracking and audience lists, writes and designs the ads for each audience, sets bids, budgets and frequency limits, and measures what the campaigns contribute to sales or leads.
In Google Ads, remarketing lists are part of "your data" segments and can be used in Display, Demand Gen, YouTube, Search and Performance Max. On Meta they are Custom Audiences built from website events, engagement or customer lists. TikTok, LinkedIn and Microsoft Advertising each have their own versions, built from their own pixels or tags.
Remarketing vs Retargeting: Is There a Difference?
In practice, remarketing and retargeting mean the same thing in paid advertising: showing ads to people who have interacted with you before. Google has long used "remarketing" for its feature, while many other platforms and agencies say "retargeting". Some marketers use remarketing more broadly to include email and SMS follow-ups to known contacts. We coordinate both, but this service covers the paid ad side. Abandoned cart emails and SMS belong with our Klaviyo email marketing work, and the two are planned together so customers are not chased on every channel at once.
Our PPC Remarketing Services by Platform
| Platform | What we run | Best used for |
|---|---|---|
| Google Display and Demand Gen | Standard and dynamic remarketing with banners, responsive ads and feed-based product ads | Reaching visitors across websites, apps, YouTube, Gmail and Discover |
| Google Search (RLSA) | Remarketing lists for search ads, used to bid differently for past visitors or to show them different ad text | Winning the search when a past visitor comes back to compare options |
| YouTube | Video remarketing to site visitors and to people who watched your videos | Telling a fuller product story to warm audiences |
| Meta (Facebook and Instagram) | Website and engagement Custom Audiences, and Advantage+ catalog ads from your product catalog | Product reminders and social proof in feeds, Stories and Reels |
| TikTok | Retargeting from the TikTok Pixel and Events API, plus catalog-based ads for stores | Brands whose buyers already discover products on TikTok |
| Website retargeting from the Insight Tag, video viewers and lead form openers | B2B offers with long sales cycles | |
| Microsoft Advertising | Remarketing lists in search and the Microsoft Audience Network | Adding reach where your buyers use Bing and Microsoft properties |
| Programmatic | Retargeting through a self-serve DSP across exchanges, native and connected TV | Larger programs that need reach beyond the big platforms |
How Our Remarketing Agency Services Work
- Tracking and consent check (week 1). We confirm that the Google tag, Meta Pixel and Conversions API, and any other platform tags fire on the right events with the right values, and that Consent Mode v2 and your consent banner are working for EEA and UK visitors. Audiences built on broken tags fill slowly or with the wrong people.
- Audience map (week 1 to 2). We define each audience by behavior and time since visit, such as product viewers in the last 7 days or pricing page visitors in the last 30, and set the exclusions, including recent buyers and existing customers where appropriate.
- Message and creative plan (week 2). Each audience gets its own message. A first-time product viewer sees the product and a reason to trust you. A cart abandoner sees the exact items, delivery and returns details. A past buyer sees complementary products or a replenishment reminder.
- Launch with caps (week 2 to 3). Campaigns go live with frequency caps, budget limits per audience and placement exclusions on display networks.
- Weekly management (ongoing). We watch frequency, cost per result and audience size, refresh creative before it wears out, and move budget toward the audiences that respond.
- Lift testing (month 3 onward). When volume allows, we run holdout tests, where part of an audience does not see remarketing ads, to measure how many extra sales or leads remarketing really adds.
Remarketing Audience Segments We Build
| Segment | Typical window | Message |
|---|---|---|
| Cart and checkout abandoners | 1 to 7 days | The exact products left behind, shipping and returns details, stock or delivery cut-offs where true |
| Product and category viewers | 7 to 30 days | Dynamic ads showing viewed and related products, reviews and key benefits |
| Pricing or quote page visitors | 14 to 60 days | Case for the offer, answers to common objections, a direct route to book or call |
| Content readers and video viewers | 30 to 90 days | A next step that fits their stage, such as a guide, a demo or a product overview |
| Past purchasers | Based on repeat cycle | Cross-sell, replenishment or new collection launches, or exclusion from acquisition campaigns |
| Lapsed customers | 90 to 365 days since last order | What has changed since they last bought, new products or a reason to return |
Platform limits shape these windows. Google Ads lets website visitor lists keep members for up to 540 days, while Meta website Custom Audiences look back a maximum of 180 days. Lists also need a minimum number of active users before they can serve, so very small sites may need to combine segments at first.
Advanced Remarketing Strategies for Stores and Lead Generation
Sequential messaging
Instead of one ad repeated for 30 days, we split the window into stages. In the first few days the ad reminds people of the product. Later it answers the question that usually stops the purchase, such as fit, price or delivery time. Near the end it presents a final reason to act. Each stage is a separate audience with its own creative.
Dynamic product remarketing
Dynamic remarketing uses your product feed to show each visitor the items they viewed, with live prices and availability. On Google it draws on your Merchant Center feed, and on Meta on your catalog. The feed quality matters as much as the campaign: missing images, wrong prices or out-of-stock items in the ads damage trust quickly.
Cart value and margin tiers
Not every abandoned cart is worth the same. We can split abandoners by cart value or product margin and set higher bids or longer windows for the carts that matter most, instead of treating a small accessory and a large order the same way.
Search remarketing for comparison shoppers
Remarketing lists for search ads let you bid more, or show a different message, when a past visitor searches a broader term they would normally reach through a competitor. It is one of the most efficient forms of remarketing because the person is actively searching again.
Lead nurture for longer sales cycles
For B2B and high-value services, remarketing works more like a nurture sequence. Visitors who read a guide see a case for booking a call, demo requesters who did not show up see a short video from the team, and open opportunities in your CRM can be reached through customer list targeting on LinkedIn, Google and Meta where consent allows.
Remarketing Ads Services and Privacy: Consent, Cookies and First-Party Data
Remarketing depends on being allowed to recognize returning visitors, and that has become harder. Safari and Firefox block third-party cookies by default and limit some first-party cookies, consent rules in the EEA and UK reduce who can be added to lists, and Google Consent Mode v2 has been required for EEA traffic since March 2024. Remarketing lists today are smaller than they were a few years ago, and they need more care to build.
- Server-side signals. The Meta Conversions API and Google Enhanced Conversions send events from your server or with hashed customer data, which helps platforms match visitors when browser tracking fails. Our server-side tracking service handles the setup.
- Customer lists. Customer Match on Google and customer list audiences on Meta and LinkedIn use the email addresses and phone numbers you collected with consent. They are a growing share of effective remarketing.
- Sensitive categories. Google's personalized advertising policies restrict remarketing in sensitive areas such as health conditions and personal hardship, and other platforms have similar rules. We check your category before building audiences, because some healthcare and financial advertisers cannot use remarketing for certain topics at all.
Remarketing Deliverables and How We Measure Them
- An audience map listing every segment, its definition, window, exclusions and the message assigned to it.
- Creative sets for each audience and platform, stored in a folder you own.
- Frequency caps and exclusion lists documented per platform.
- A monthly report showing reach, frequency, cost per result and conversions by audience, with click-through and view-through results separated, plus holdout test results when available.
Remarketing almost always looks profitable in platform reports, because the people it targets were already likely to buy. The honest question is how many of those sales it added. Holdout tests and comparisons against periods or regions without remarketing are the best ways to answer it, and we report them plainly even when the answer is that a segment should get less budget.
Remarketing Services Pricing
We price remarketing management as a monthly fee based on the number of platforms, the number of audience segments and how much creative the program needs. A Google and Meta setup with standard audiences sits at the lower end. Dynamic product ads, cart and checkout sequences, and multi-platform programs across TikTok, LinkedIn and programmatic add work and move you up the plans. Ad spend is paid directly to the platforms, and the minimum term is three months.
Management fee only. Ad spend is paid by the client directly to Google, Meta or other platforms. Remarketing is already included in our PPC and Meta Ads plans; these plans are for businesses that want retargeting on its own.

Remarketing Mistakes That Annoy Buyers and Waste Budget
- Chasing people who already bought. Without purchase exclusions, customers keep seeing ads for the product they own. It wastes money and irritates your best buyers.
- No frequency limit. One person seeing the same banner many times a day is the fastest way to make remarketing feel intrusive.
- One audience for all visitors. Someone who bounced from the homepage after three seconds and someone who reached checkout need very different treatment.
- Discount-first messaging. Offering a code to every abandoner trains customers to leave their cart and wait. We test reasons to buy before discounts.
- Taking platform conversions at face value. Each platform counts its own view-through and click-through conversions, so the same sale can appear in several reports. We compare totals with your store or CRM.
- Stale creative. Small audiences see the same ads often, so creative wears out faster in remarketing than in prospecting.
How to Compare Remarketing Companies
When you compare a remarketing company, ask how they decide audience windows, how they cap frequency on each platform, how they exclude existing customers, and how they will show you the lift remarketing adds rather than the conversions it reports. Also ask who owns the pixels, audience lists and creative. A provider that builds audiences in its own accounts can leave you starting from zero if you part ways.
Pay per click remarketing services from a general agency are often set up once and left alone. Remarketing needs regular attention because audiences are small, creative wears out quickly and privacy changes keep shifting what can be tracked.
Why Choose 95 Solutions for Remarketing
- Senior-led. Mustafa has 11+ years in digital marketing and has been Head of Marketing for a resort wear brand since 2016, so remarketing decisions are made by someone who answers for brand perception as well as sales.
- Tracking handled in-house. We set up the tags, Conversions API and consent configuration that remarketing depends on, instead of handing them to a separate vendor.
- Coordinated with email and SMS. Paid remarketing and abandoned cart flows are planned together so customers are not followed on every channel at once.
- You own everything. Pixels, audiences, ad accounts and creative stay in your name, with contracts in USD from our US LLC and a three-month minimum term.
Who Our Remarketing Services Are For
A good fit
- Online stores with steady traffic and a meaningful number of product views and abandoned carts each week.
- Service and B2B businesses with long decision cycles, where buyers visit several times before getting in touch.
- Brands that already run remarketing but suspect it is showing ads to existing customers or taking credit for sales that would have happened anyway.
- Advertisers moving from one platform's remarketing to a coordinated program across Google, Meta and others.
Probably not a fit
- Sites with very little traffic, where audiences will be too small to serve. Prospecting or search comes first.
- Businesses in restricted categories where personalized advertising is not allowed for their topic.
- Anyone who wants maximum ad frequency on every visitor regardless of how it feels to the customer.
