Google Ads conversion tracking tells Google which clicks turned into something valuable: a purchase, a lead form, a booked call. It is the most important setting in any account, because automated bidding strategies such as Maximize Conversions, Target CPA and Target ROAS optimize toward whatever you record as a conversion. Record the wrong thing, or record the right thing twice, and the system will very efficiently chase the wrong result.
When we audit an account, Google Ads tracking is the first thing we check and the most common thing we fix. This guide walks through how tracking works, the settings that change your numbers, a clean setup process and how to measure leads beyond the form fill.
What Is Conversion Tracking in Google Ads?
Conversion tracking in Google Ads is the system that records valuable actions after an ad interaction and credits them to the campaign, ad group, keyword and click that led to them. Each thing you track is a conversion action, and Google Ads can record conversions from several sources:
- Website: purchases, form submissions, signups and key page visits, recorded by the Google tag.
- Phone calls: calls from call assets, calls to a Google forwarding number shown on your site, and taps on a phone number on mobile.
- Imports: key events imported from GA4, or offline conversions uploaded from your CRM.
- Apps: installs and in-app actions through Firebase or a supported app analytics tool.
Conversion Action Settings That Change Your Numbers
| Setting | What it does | What we usually choose |
|---|---|---|
| Primary or secondary | Primary actions appear in the Conversions column and are used for bidding. Secondary actions appear only in All conversions. | Primary for sales and qualified leads only. Micro actions such as add to cart stay secondary. |
| Count | "Every" counts each conversion after a click. "One" counts one per click. | Every for purchases, One for leads. |
| Click-through window | How long after a click a conversion can be credited, from 1 to 90 days. | Match it to your real buying cycle. |
| View-through window | Credit for people who saw but did not click a display or video ad. | Keep short, and do not judge search campaigns on it. |
| Attribution model | Data-driven or last click. Google retired the other rule-based models in 2023. | Data-driven where volume allows. |
| Value | A fixed value per conversion or a dynamic value passed by the tag. | Dynamic order value for ecommerce, estimated lead value for lead gen. |
How to Set Up Conversion Tracking in Google Ads
To set up conversion tracking in Google Ads, decide which actions count, create a conversion action under Goals, install the tag through Google Tag Manager with value and transaction ID, then add enhanced conversions and consent mode. Step by step:
- Decide what counts. List the actions that directly represent revenue. For a store, that is purchase. For a service business, a submitted quote form or a call over a set length, not a visit to the contact page.
- Create the conversion action. In Google Ads, go to Goals, then Conversions, and create a new website conversion action with the settings from the table above. Choose the matching category, such as Purchase, Submit lead form or Book appointment, because goal-based bidding groups actions by category.
- Install through Google Tag Manager. Add the Google tag, a Conversion Linker tag, and a Google Ads conversion tag that fires on the confirmed purchase or lead event, not on a page load someone can refresh.
- Pass value, currency and transaction ID. The transaction ID lets Google discard duplicate conversions for the same order, for example when a customer reloads the confirmation page.
- Turn on enhanced conversions. The tag sends hashed first-party data such as the customer's email, which helps Google match conversions it would otherwise lose to cookie restrictions and cross-device journeys.
- Implement consent mode. Consent Mode v2 passes the ad_user_data and ad_personalization signals, and it has been required for EEA traffic since March 2024. UK visitors need a proper consent banner too.
- Test before trusting. Run the checks in the next section before any bid strategy relies on the new action.
How to Test Google Ads Conversion Tracking
Test Google Ads conversion tracking by completing a real conversion in Google Tag Manager preview or Tag Assistant, confirming the conversion tag fires once with the right value, currency and transaction ID, then watching the conversion action's status in Google Ads over the next few days. In Tag Assistant, check that the Conversion Linker fired on the landing page and that the conversion ID and label match the action you created. Refresh the confirmation page to make sure a second conversion is not sent. In Google Ads, the status column should move to Recording conversions, and the enhanced conversions diagnostics on the action's detail page should show matched data rather than errors.
How to Set Up Google Ads Conversion Tracking on Shopify
On Shopify, the simplest way to set up Google Ads conversion tracking is the Google and YouTube app, which links your Google Ads account and creates purchase and funnel conversion actions for you. Stores that need custom values, consistent product IDs or server events use a custom pixel in Customer Events or a server-side setup instead. Either way, remove old conversion snippets from the theme and legacy checkout scripts, turn on enhanced conversions, and make sure a GA4 purchase import is not also set as primary.
Google Ads Conversion Tracking and Analytics: Native Tag or GA4 Import?
You can import GA4 key events (formerly called conversions) into Google Ads instead of using the native tag. Imports are easy, but they arrive later and GA4 applies its own attribution and data rules, so numbers will not match what the native tag would record. For the action you bid on, we recommend the native Google Ads tag with enhanced conversions. Import GA4 events as secondary actions for reference if they are useful. If you run both for the same purchase, make sure only one is primary, or every sale will be counted twice.
Tracking Leads Beyond the Form Fill
For lead generation, a form submission is only the start. Many leads are spam, unqualified or never answer the phone, and bidding on raw form fills teaches Google to find more of the same. The fix is offline conversion tracking:
- Capture the GCLID (the Google click ID) in a hidden form field and store it in your CRM with the lead.
- When a lead becomes qualified or closes, send that stage back to Google Ads as a conversion, with its value.
- Use a native connector where one exists, such as the HubSpot or Salesforce integrations, or scheduled uploads from other CRMs.
- Enhanced conversions for leads can match on hashed email instead of GCLID, which is more resilient when click IDs are lost.
Then make the qualified or closed stage your primary conversion once it has enough volume, and keep the raw form fill as secondary.
Why Isn't My Google Ads Conversion Tracking Working?
Google Ads conversion tracking usually stops working because the tag no longer fires on the confirmation step, auto-tagging or the Conversion Linker is missing so clicks cannot be matched, consent settings block the tag, or a site change moved the thank-you page.
When conversions are missing
- Auto-tagging is off, or a redirect strips the gclid parameter from landing page URLs.
- The trigger was built on a page URL or button that changed in a redesign or checkout update.
- The consent banner never updates consent state, so the tag waits for a signal that never comes.
- The conversion action is set to an attribution window shorter than your buying cycle.
When conversions are inflated
- Thank-you page visits tracked without a transaction ID, so every refresh counts again.
- Both a native tag and a GA4 import set as primary for the same action.
- Add to cart, page views or time on site set as primary, inflating conversions and misleading bidding.
- Order values including tax and shipping on one platform and excluding them on another.
- Old conversion actions from previous agencies still firing in the background.
- No adjustments for refunds, so returns-heavy stores overstate revenue. Conversion adjustments let you retract or restate values.
